While I have no experience with Gentoo's beta releases, I did a fresh Gentoo install on my laptop in January using the 2007.0 stage3 release, and while it took some time to update it, it seems to be working great. Just be sure to run

# emerge -auvND world

as soon as you are booted in the environment, to get the latest system, before installing newer things. I don't think you'll technically need to rebuild the whole system, though this command might feel like it's the whole system anyway :)
I'm going to be doing an install of Gentoo on a server soon. I see that
2008.0 is out in beta. I'd rather use 2008.0 than 2007.0, but the beta
thing concerns me a tad. I would think, though, that if I do the install
and rebuild the whole system, I should be just fine.
Does anyone have any experience with Gentoo's beta releases?
