The thing I'd suggest would be to look for .ini or other
configuration files in the SimCity install dirctory (or even
\windows) on your local Win98 machine.  We have sometimes found that
those files will contain references to the drives wherein data can
be located.  While many software installs will correctly identify
and associate network drives - not all will.  A couple of elementary
schools have CD based games that will run from the network only
after you find the .ini file and edit it to correctly indicate the
location of the data.  It seems some vendors build the .ini files to
assume the CD is d:.
