One of the references there points to a 1967 document that appears
to be fairly authoritative (the author of the history says that's
what he used as the reference because ANSI didn't sell the standard
anymore).  Among the tidbits in the document is the following, seen
near a diagram of a paper tape:

"Although the code standard does not provide for the use of a parity bit ..."
