I think Sun Added it to their java distribution. don't quote me on that
though. I know they snagged a lot of their linux code from the Linux
balckdog or whatever it was calle project, and they added some features. 

You might also check the Apache site. if you still can't find it send me
another email, I know people that use it, they just are not online atm to
ask.
