CGIs with Apache on Debian

A quick grep through the source reveals that there are only three
ways to generate this error:

	* Your username and/or host are in the user/host deny
          file *and* the allow file, or

	* A deny file exists and you are in it, or

	* An allow file exists and you are not in it.
