Think about it in terms of Code Red (or any of the other nearly 101 ways 
to abuse unpatched/unconfigured IIS boxes).  That's the crowd they're 
worried about, and rightfully so.  Our IDS/firewall system here drops 
several MB a day of packets from what I assume are CodeRed-infected 
systems scanning for open IIS setups.  They must generate in the high 
hundreds each day.  Do that several thousand times, and blocking incoming 
traffic to port 80 is almost a necessity just to keep your border routers 
up, or at least usable.  If you're desperate, you can always use the 5MB 
you get with the account (or get an account with another web hosting 
company) and redirect your links to another port number on which you have 
Apache running.
