I assume you want something like:

win -> RH -> outside  ??

It is the same thing as setting up IP masquerading except your first
interface is the PPP connnection.

IIRC there are two cavaets first you need to enable dial on demand for the
modem and the second is the user permissions for getting the win box to be
able to initiate the dial-up.
