Mail Issues

I'm having a problem that I thought was related to reverse DNS entries, but
now I'm not so sure.
Mail to various hosts (nowhere near all) is bouncing because I timeout when
trying to send from my SMTP server.
I use my linux (Mandrake 8) box as a firewall/web/ftp/mail server.

>From my windows box I can telnet to port 25 of a given host (such as
mail0.allegro.net)
My linux box (using procmail or plain telnet to port 25) times out when
trying to connect to the same machine.

Anyone have any clues on this one?
