Latex -> plaintext

OK, I'm working on writing up some documentation.  It needs to have
a paper version, possibly a web-ish version, and it would be nice
to have some plaintext too (i.e. so you can more the file from the
server).  I've used latex2html to produce web stuff before, but I
was wondering if there were any tools that would produce a somewhat
reasonable (nothing fancy, basically strip out the markup and 
put stuff in paragraphs) plain text version from the same source.

Or for that matter, instead of from latex source, do all this from
docbook (heheh, good excuse to learn docbook at work!!! ;) ).
