GNU make

I recently downloaded the NSA's modified Linux kernel to give it a try, but
I've run into a problem.  When I try to make 'build-apps' it claims that
there's nothing to do for it.  Does anyone have any experience with this kernel
yet, or know why make would be claiming this even though there's certainly
stuff to make?  I've read the man page and tried a few things, but there
doesn't seem to be any way to force make to go through and 're-make' something,
so to speak.  Any suggestions?
