port scanning

I might be switching to an ISP which is port scanning its customers and kicking
people off for running disallowed services as in web and mail servers. I was
just picking up a coverage about LIDS which is suppose to handle kernel based
port scan blocker. What do you guys know about port scanning and is there a way
to prevent it and not get caught from an ISP.
