Cyber Cafe Ethernet slow

Does anyone else here ever use the Ethernet jacks in the Cyber
Cafe in the MSU Main Library?  I've been using them a bit in the
last few months and I've noticed that their incoming bandwidth is
awful (for Ethernet).  I get maybe 10 kBps.  On the other hand,
if I walk a hundred yards over to the laptop kiosk by the main
doors, then I get 150 kBps or more from the same sites
(debian.egr.msu.edu or ftp.eecs.umich.edu).

Any idea why?  I've noticed this behavior several times now.  It
seems to happen whether the C. C. is busy or deserted, any time
or day or night.
