LinuxPPC with Mac-On-Linux emulation of OS X is the closest you can get 
with Linux. 

The second closest I would say is probably AfterStep since it uses 
Display-PS which is what NeXT used, Apple uses Display PDF which is about 
the same thing IE vectorized display format which results in the sharp 
crisp scalable imaging.

Im not sure how much work is being done on the project though. I have a 
feeling the people that were working on it got snapped up with better job 
offers to be honest.. But I think it does have the "original" dock and the 
same file browser. 

OS X is more based on a BSD variant than Linux. Although the PAM 
implementation uses Linux man page..
