A program language is only a subset of .NET, which is really a
development platform/architecture.  While I don't follow MS
strategies, I'm sure forcing people to move from simple ASP scripts to
their bloated .NET platform is part of the plan.

If running a few simple programs is all that one needs and MS is
telling you to use .NET, then that in itself should be reason enough
to switch to PHP.  Sun is positioning their "Sun One" as a direct
competitor to .NET in the case you need such a platform.  From
inspection of the Apache projects, I believe a collection of freely
available projects would perform the same function as the above
mentioned commercial products.
