This is not necessarily the case.  You don't have to partition
hard drives if you don't want to, and in the same way you don't
have to partition Zip disks.  You just mkfs /dev/hdX instead of
/dev/hdXN.

You can tell because fdisk /dev/hdX won't print anything sensible
if it's used on a disk that isn't partitioned.  Or you can use
`file -s':

pfaff:~# file -s /dev/hda
/dev/hda: x86 boot sector
pfaff:~# file -s /dev/hda1
/dev/hda1: Linux rev 1.0 ext3 filesystem data (needs journal recovery)
pfaff:~# file -s /dev/hda2
/dev/hda2: Linux/i386 swap file
