It's been a while since I've set up an IPCop system, but it's possible it
could be set to use a transparent web proxy by default and this could
account for the inability to access web sites.  This should be noticeable
once you get logged in.  To do that, you need to connect to the admin
interface through an alternate port.  I believe it uses port 81 for HTTP and
445 for SSL.  You should be able to connect with the following URL format:

https://192.168.1.1:445

I have had several IPCop systems in product for various clients for about a
year now and all have worked beautifully ever since.  I don't recall any of
them even being rebooted other than to do updates (which is nicely automated
with the GUI).
