My preference:
yum install wu-ftpd 

For more information on yum, visit:
http://linux.duke.edu/projects/yum/ 

However, there is not an official RH9 release for
wu-ftpd that I am aware of.
You would thus need to edit /etc/yum.conf to
point to a repository with an available wu-ftpd
rpm. 

Alternatives to yum are listed at:
http://www.rpm.org/software/updaters/ 

(Also, I might recommend checking into pure-ftpd instead
of wu-ftpd...).
