On Fedora, the following worked for me:

Run 'gdmsetup'. You'll probably need to enter the root password. A nifty
GUI configuration screen should appear. Click on the Security tab and
uncheck the option that says "Show actions menu". While you're there,
you might consider enabling/disabling some of the other security
settings depending on your situation.

If you cannot run the gdmsetup utility for whatever reason, you can also
take a look at gdm.conf, which resides in /etc/X11/gdm on my machine.
This file will have the same options (and a couple more) as the
graphical gdmsetup utility.
