The packages are binary programs in .tgz format that can be installed
using pkg_add, not unlike Solaris or the other *BSD distros. They are
not part of the base install and are separate from the base source tree.
Most of them show up in the ports tree, though. It is not necessary to
have a local copy of the packages for sysinstall, though there will no
doubt be programs that you want to install before you're up and running
that are available as packages.
