I would say that quanta+ is better than NVU (from the couple minutes I just tried to go through my php site). NVU doesn't even do the nice coloring for php. It is definently a good start for an app. but no coloring or debugging of php is a major loss for me. Quanta+ on the other hand definently handles these tasks well.
