While I can't give you sbc or comcast specific experience. I can give
you charter internet vs verizon experience and what I have heard. I
almost never had my ip address change with cable internet. now with
verizon dsl my ip changes on a daily (or more) basis. I have notice an
increase in speed with verizon but only because I had the lowest speed
with cable (768/384) and now I at minimum get (1.5/768) for about $10
less per month. At the moment I am willing to put up with the ever
changing ip address for my over all cost savings. Also I have heard the
ever changing ip address is very common with dsl. They set the ip lease
to 24 hours or less. My ip not only changes but the subnet will also
commonly change.

Comcast felt just as fast as my connection at work, where anything you click on just opens like it's local. sbc (their cheapest dsl package) has a noticeable lag between clicking and opening. I haven't done any real speed tests lately, but if you want numbers I can get them.
