A website is not considered a binding contract, so you are SOL. Now if that
was written in their Terms of Service, then yes, you could.

does anyone know if an ISP's website says they'll give me 2176MB down 512K
Up and then below it says 2176K down as a more detailed explaination. Can I
legally hold them to the 2GB connection for $70 a month?
