A PC will require a processor, RAM, and video card to POST.   If any one of
these are missing, you MAY (depending on model of motherboard, and if the
speaker is plugged in) get a series of beeps or tones.

Sounds like you already know the answer. The only thing it sounds like you
didn't try is to remove the RAM and try it. With no CPU or RAM it should
still POST and give you beep codes. If it doesn't you know you need a new
board. Then try with just the CPU. 

It could be power related, and if you know your power is flaky you really
should have it on a UPS. That said, I have seen MB/CPU failures in under 2
years. Usually on Dell laptops with crappy cooling design, but that's
another story :)
