It has been a while since I needed a firewall for Windows, but Sygate 
used to make a free personal version, as did ZoneAlarm.  Some of these 
Windows users you are making recommendations to might already have other 
firewalls available, such as in their routers/cable modems or with 
utility packages other than Norton or McAffee, such as the SystemSuite 
Professional from VCOM or Iolo's System Mechanic.  SourceForge lists a 
few 32-bit Windows firewall projects.
