If this machine needs a firewall as well, you might want to look at
shorewall.  These scripts will let you configure a separate backend like
tc without having to do all the rules manual (just like the wrappers for
the iptables rules, etc.).  I used to do traffic shaping on a small
Linux server, but I've not yet got that setup on my Linux based WRT54G
router that I use now.
