Well - I was able to figure this out further.

For those wanting to know:

Ejabberd has an option in it's config file for mod_shared_roster, which is disabled by default.  If enabled, a new web config option appears for Shared Roster.  From there it is pretty straight forward (see page 47 of the ejabber manual)

Sorry to have bugged everyone.  Hopefully this will help people in the future.  

If anyone wants to set one of these up and needs help, let me know.
