Actually, MSU shares their Class-A scope (35.0.0.0/8) with the other
entities of the Merit network. All K-12 schools that are subscribers of
Merit (usually through REMC), along with many community colleges, and UoM,
MSU, Wayne State, Western, Eastern, Central, etc., share the 35.0.0.0/8. It
would not surprise me to find LCC to be apart of this addressing scheme as
well.
Believe it or not, but MSU is actually recognized as the largest LAN
environment in the world (or at least it was 7 years ago, the last time I
checked). While a lot of the addresses are 'wasted' on things like printers
and other non-computer devices, it is the way the environment was setup.
MSU had a long standing policy that every internet connected device was to
have unfettered access to the network and then the internet because of their
status of a research institute.
When I was an admin at REMC8, we had a similar policy for our ISD buildings,
and therefore, 'wasted' many addresses as well.
But I'll tell you one thing -- we don't waste nearly as many addresses as
GM, Ford or the USPS. These guys have less than 10,000 PC's on their
network, yet they still hold on to their Class-A!

MSU also has a full class A, so there are only 127 other possible IPv4
holders in the same class. Most locations do NOT have the ability to
use static IP addresses for everything, let alone full subnets. Most
countries (and I think even some continents) have less total IPv4
addresses available than MSU does. Many universities, for example, only
have one or a few scattered class C ranges available for the entire
organization and its affiliates. MSU IP address assignments like this
are very wasteful of public address space and not viable solutions for
the community at large. Also, universities will often use address space
they don't own (for example, through Merit) which may or may not be
shared with others.
