I haven't looked into it specifically regarding Ubuntu, but I suspect
you would download the package repository and run a utility to build iso
images.  That's how some of the other distributions do it, anyhow.  I
used to build such discs for Mandrake for a tree I kept locally.  Making
additional iso images available drastically increases the mirror sizes
and puts excess bandwidth and storage requirements on the mirrors.
