Sometimes a social solution to a technological problem turns out to be the 
most effective.  It is amazing what effect a log printout can have, showing 
times, dates, URLs, etc.  Also a good time for a little chat.  Public space 
use is very good as well.  If it is a PC used in a private space (basement 
or bedroom), maybe you can get a second monitor in the kitchen showing all 
the screen contents.

Naturally, this only addresses responsible surfing, not malware 
risks.   But those risks lend themselves more to technological fixes 
anyway.  Content filtering is always going to be pretty tough for a 
computer to "figure out" - well, at least in the near term.  I tried a few 
things and gave up.  They tend to do things like block URLs dealing with 
breast cancer but let somewhat dubious links to "brown sugar" through.

Just my 2 cents.
