The CSE Dept has setup a mirror for cpan, kernel, ctan, and gutenberg
project.

The root of them all are on ftp://indian.cse.msu.edu/pub/mirrors
Kernel and cpan both have cnames cpan.cse.msu.edu and kernel.cse.msu.edu
