Cyber Cafe Ethernet slow

Do the cables run near some source of EMI?  Flourescent lights, transformers 
(like where the power line enters the building), etc...  That can do it any 
time.  Also, they may have wired too many hubs/switches between you and the 
internet gateway, more than two can cause some goofy behavior sometimes 
(Ethernet spec allows for three, but some hardware is not very forgiving).
