Apache mod_throttle problems in woody

Hey everyone,

I'm having trouble getting mod_throttle to load in apache on my
debian (woody) box.  I get the following error message:

Cannot load /usr/lib/apache/1.3/mod_throttle.so into the server:
/usr/lib/apache/1.3/mod_throttle.so: undefined symbol: shm_open

I'm running kernel 2.2.19, apache version 1.3.19.  Apache was
installed via the debian package with no modifications other than
editing the config files.
