When you install it, you should get a dialog box with options to
include.  Some of them are:

      x x [ ] SybaseDB    Sybase/MS-SQL database support (DB-lib)    x x
      x x [ ] SybaseCT    Sybase/MS-SQL database support (CT-lib)    x x

MS-SQL uses the same or similar protocol to Sybase, which is TDS. 
I have not tried using this with PHP.
