That depends on how you set up login authentication.  Most default
installations still use /etc/passwd, /etc/group, and /etc/shadow.  There
will likely be some uid/gid number overlap, which means you can't simply
cat the two file sets together to create one set of files.  You will
need to reassign user account uid's and gid's on one system prior to
combining the files together.

can take the existing user accounts and passwords and bring them over

the one system onto the other system, without having to recreate these 
accounts, and give them a new password?
