The answer to that is yes.  It is deliberate, and it is network traffic.  

MSU has been exceding their allowed bandwidth, for upstream.  Network
management looked at a few different ways to deal with it.  In the end it
was decided that the most efficient way to fix the problem was to simply
cap the residence hall outbound traffic.  

By the way, the traffic problem is still very bad.  The cap helped, but in
no way did it solve the problem, our outbound pipe is still oversaturated.
