How much traffic? and how many server side scripts will you be using? You
can run a webserver on an Apple IIe. The minimum speed is really dependent
on what you are doing with it. The more server side scripting types of
things you have the more the processor speed with become a factor.

There are other factors to consider when looking at speed. Disk speed,
network, ram, etc. all can play serious factors in the speed well beyond
the processor speed.

But to answer your question with a more yes/no type of deal. You will
be okay with a small web server running on a 400/mhz processor even with
lots of server side scripting.
