Did you boot the machine up connected to power?  As best as I can tell, 
the BIOS reports whatever speed the CPU was at when first booted up 
forever.  That was DEFINATLEY the way it worked when I got my P3 
Thinkpad with Windows on it, and while I haven't checked that hypothesis 
in Linux (plus I have the speed scaling temporarily disabled while 
trying to track down a system instability) it would seem to me to work 
the same way.
