[GLLUG] remix?

This is off topic, but brought to mind a question that some in the group might know about. We're using the Lame encoder on Windows with the HarddiskOgg front end (actually HardiskOgg just provides the hooks that we call from Javascript via web pages) to record Oral Arguments in the courtroom, and have run into a problem. The files, when played back in Windows Media Player or Real Player don't offer correct information about position within the file. The slider bar goes to the end within the first few seconds, then stays there, and the file continues to play but the user has no control over fast forward or rewind. 
We have to edit some of the files, and the program that does that uses a different encoder, and after editing the files work as expected, so I'm pretty sure its a fault of the Lame encoder. Has anyone else experienced this? Anyone know of a fix or better open source encoder?
