In general, there's no problem with an off-topic thread here and there 
as long as it's not spam or something not even remotely related to 
software or computers. In this case, a large portion of the thread dealt 
with encoding a sound file with open source software, so I'd argue that 
it *is*, for the most part, on-topic.
