The reason dumb laws related to technology get passed are because we put 
people into office who lack technical expertise.  It's our own fault 
that they are in the places that are at because we are the ones who vote 
them there.

Not that "net neutrality" has been passed, the point is that it has a 
good chance of eventually passing because the people we put in those 
positions have no clue when it comes to technology.  They see a computer 
as "a magical box that does stuff that is apparently useful because big 
bucks are spent there".  If we had tech. savvy people with brains in 
those positions, the bill would have been outright rejected and the 
lobbyists who came up with it would have been drop-kicked into the 
nearest ocean.

We have only ourselves to blame for the embarrassing trucks and tubes 
comment...
