I think CUPS has a feature to include a watermark such as CONFIDENTIAL
on pages.  I can't check it here, but perhaps you could use that feature
by creating a "watermark" of your header/footer and insert it on the page.

I don't have the volume to justify doing that myself, but if it's BIG
jobs that are getting left behind, you can probably just look for a page
count in the job history and figure out who's doing it.
