In Open Office you can resizes the exploded pie pieces and move them around.  Pretty nifty.

Gimp seems like a long way around - If you wanted to use a graphics program a vector (scalable) graphics program might be more appropriate . . . try inkscape for that :D

Still - for what you are doing, Open Office would be the best way to go I think.
