For all my personal stuff, and some work stuff in the past, I have
designed to XHTML 1.1 specification. For dealing with browsers
completely incapable of supporting XHTML 1.1 (like IE6), dynamic code to
convert to an older version on-the-fly is VERY useful and does not
compromise content. Of course, when I do this, I make a small text
notification as the validated copy is not the same as the user is
seeing. You can still see an example at http://jabber.kettering.edu/ if
you look near the log-in text (I think, I no longer work there.). I
would highly recommend the strategy.
