I agree that this seems like a USB controller failure; the HD is
probably OK. The "low level hum" is probably the drive platter
spinning normally. Try putting it in another enclosure, or invest in
an inexpensive "bare" USB adapter like this:

I have found these to be EXTREMELY useful for data recovery and
transfer both at home and in the field. They work with all types of
IDE/ATA drives and SATA drives, including DVD burners (which work fine
caseless).
