Patrick,

Liquidweb is a great hosting provider but they are right. They can't give
out all of those IP addresses. Now as far as your modsecurity issue. Have
you take a look at the apache logs? You should very well be able to
whitelist the rule so you will not get those error messages. If this is
something you don't feel like doing Liquid Web should be able to provide
you with that support. With the IP address being blacklisted; this tends to
happen but again Liquid Web should be able to resolve the black list
problem or give you a new IP address. Now if the blacklist happened because
of you ( not to point the finger) it's best to stay on that IP address.
Moving to a new IP address could cause more problems.

If you are really Interested in moving to a new Hosting provider I would
take a look at http://www.webhostingtalk.com/
