I think the concern is that it's entirely up to the hardware vendors
to decide how easy it is to disable secure boot. Right now, you can
pop in an Ubuntu LiveCD and install. In the future, you'll have to
jump through several hoops, and depending on the vendor, dig through
the hardware's documentation, just to load an alternative OS.
So, yes, it'll be possible, but Microsoft is throwing a roadblock in
front of any competition.
