If Drupal is too difficult to manage, then she's probably not going to
have a particularly easy time of doing local changes and then
uploading them to her web host either. I've supported users who have
gone this route and they _all_ end up having trouble with it at some
point. They forget to upload some files and wonder why the site
doesn't work, they accidentally delete them, overwrite others, run
into Unix permission problems, and so on.

Is she paying for web hosting already? If not, it might be a good idea
to find a host that offers newbie-friendly web site creation tools.
That way, she doesn't have to worry about syncing the two copies,
doing backups, or keeping the web software up to date. There are a few
companies that do this, but one that I keep hearing good things about
is squarespace.com.

Otherwise, Drupal, Wordpress, or another CMS is probably the
second-best route, as others have suggested. Those come with their own
drawbacks, as you've noted. Nobody said running a website was both
easy and free. :)
