First of all, thanks for all of the replies.  It made me realize that I 
should have asked a better question.  What my friend really needs, all 
that she needs, is a way to publish an event (golf outings) on her 
group's website and have an easy way for people to sign up.  Then she 
needs to be able to grab a list and give it to the golf pro shop folks 
who will use it to generate tee times, etc.

Here are the specifics:

She already has a (free) working website at slga.webs.com
She built and administers the site
     -    Since the site was done at webs, there is no (obvious) tool 
for sign-ups
She wants to spend no money (all volunteers for a hobby)
The others who want to sign up are VERY computer illiterate
     -    as in they can't figure out that the adds populating the free 
site aren't put there by my friend
When a new golf outing is started, people need to be able to indicate 
they want to be a part of it, as in "Click Here"
She needs to be able to EASILY get a list and send it to the pro shop 
(via paper is OK)

Now, Clay's suggestion about Google Calendar seemed promising, but I 
don't see a way for people to sign up for an event/appointment.  If 
there is a way to do that, it would probably work.
Druple is WAY to much for this, and my original notion about creating a 
site then uploading probably is too.
She wouldn't object to re-creating the site if need be to get this feature.
     -    Another free website with an add-in feature that allows 
sign-ups would work OK

That is about all of the salient details.  Any further creative 
suggestions are greatly appreciated.
