You need writable storage of some sort, but a RAM modifiable OS like a live-cd image or a USB installed OS will work just fine.

Apt-get is a higher level than rpm, so has no bearing.  So, nothing against pcLinuxOS.  The recommendation against RHEL/Centos is in reference to old versions of RPM that have had additional bugs introduced.  It's just an unnecessary pain to work with, especially for a new packager.
