Linuxconf?

I do not care for linuxconf.  The best interface I found is webmin
http://www.webmin.net/

Yes, it is web and vulnerable.  But they explain how to put it on ssl.

It even allows you to install rpms (if you use redhat) and perl modules 
via the web.  Kinda cool.
